v9 Give instruction to a wise man, and he will be yet wiser: teach a just man, and he will increase in learning.
Wise people will gladly receive instructions because they know that following instructions brings even more wisdom. Following instructions increases what we know because we are following a proven pattern for success. A wise person knows the benefits from following instruction. Learning by trial and error is not the best way to learn. Receptivity to instructions can help us bypass the learning curve of mistakes.

10The fear of the LORD is the beginning of wisdom: and the knowledge of the holy is understanding.
This tells us clearly how to start to attain wisdom – by the fear of the Lord. We must reverence and acknowledge the Lord as the Supreme Authority in our lives. When we do this, the Lord becomes a priority in our lives. This is in essence is the beginning of wisdom. Following what the Lord has instructed us to do through His word is the beginning of wisdom.
